Overview of the Directorate

The Directorate of Technical Services operates under the Nigerian Safety Investigations Bureau (NSIB) and is committed to ensuring the safety and integrity of aviation through meticulous accident and incident investigations. By conducting thorough analyses, issuing safety recommendations, and collaborating with national and international stakeholders, the Directorate aims to prevent future accidents and enhance aviation safety standards.

Functions and Responsibilities

    1. Occurrence Reporting:

      • Receives, determines, and classifies occurrence reports, including notifications of aviation occurrences, to initiate investigations promptly and effectively.
    2. Investigation Conduct:

      • Independently conducts ‘no-blame’ investigations of accidents and incidents in accordance with laws, regulations, and international best practices.
      • Determines the cause and contributory factors of accidents and incidents, aiming to prevent future occurrences and improve safety.
    3. Safety Recommendations:

      • Identifies safety deficiencies and issues safety recommendations to prevent future accidents and enhance aviation safety standards.
      • Fulfills Nigeria’s obligations under the Convention on International Civil Aviation (Annex 13 Standards and Recommendation Practices) by issuing relevant safety recommendations.
    4. Report Compilation and Publication:

      • Compiles, completes, and publishes final reports of accidents and incidents, ensuring transparency and accountability in the investigation process.
      • Raises awareness of safety issues by publicly reporting on investigations and conducting educational programs to promote safety awareness.
    5. Stakeholder Cooperation:

      • Monitors investigations by other entities, including judicial, regulatory, and industry bodies, to ensure comprehensive oversight and coordination.
      • Coordinates with various local authorities, military, police, airport authorities, air traffic control service providers, and other stakeholders to facilitate investigations and information sharing.
    6. International Collaboration:

      • Liaises and collaborates with international organizations such as the International Civil Aviation Organization (ICAO), other states, and aviation industry stakeholders on aircraft accidents and incidents investigation matters.
      • Conducts research and safety studies on air safety data to prevent accidents and maintain relevant statistics for safety analysis and improvement.
    7. Legislative Updates:

      • Updates relevant legislation, regulations, policies, and procedures to reflect emerging safety concerns and regulatory developments in the aviation sector.
    8. Additional Duties:

      • Undertakes any other duties as assigned by the Director-General/CEO, contributing to the continuous improvement and effectiveness of aviation safety investigations within the NSIB.
